Limits State Electrical Board inspections of inverter-based hydroelectric facilities generating 100 kilowatts or less to the turbine-generator to power-inverter equipment train and supporting electrical components, regardless of utility connection status.

Allows microhydro systems with inverters listed and identified for interconnection service to be deemed automatically compliant with Section 705.4 of the 2011 National Electrical Code rather than requiring full inspection.

Requires induction-based hydroelectric facilities of 100 kilowatts or less to be certified either by a field evaluation body/nationally recognized testing laboratory or by a professional engineer per IEEE standards, in lieu of traditional state inspection.

Allows updated National Electrical Code provisions addressing hydroelectric energy to supersede previous inspection requirements when adopted.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
