• Establishes a cross-system response for behavioral health crises pilot program to serve individuals with intellectual or developmental disabilities (IDD) at multiple geographic sites across Colorado.

• Pilot program operates from March 1, 2016 through March 1, 2019, providing crisis intervention, stabilization, evaluation, treatment, therapeutic respite, and follow-up services as alternatives to emergency department care or hospitalization.

• Department of Health Care Policy and Financing and Department of Human Services must enter into an interagency agreement to integrate the pilot program with Colorado's existing behavioral health crisis response system.

• Creates the Cross-System Response for Behavioral Health Crises Pilot Program Fund with $1,695,000 appropriated for fiscal year 2015-16 from the intellectual and developmental disabilities services cash fund.

• Requires annual cost analysis and reports to legislature by July 1, 2017 and thereafter identifying service gaps and recommending solutions to fully include individuals with IDD in the state's behavioral health system.
