• County departments of human or social services must provide auditors conducting financial or performance audits access to all records, reports, and communications, including personal identifying information necessary to achieve audit objectives.

• Information obtained by auditors cannot be released, disclosed, or made available for public inspection, and must not be included in audit reports released for public inspection.

• County departments may withhold information if release would violate federal confidentiality or privacy laws.

• Persons who unlawfully release confidential information are subject to applicable criminal or civil penalties for unauthorized disclosure.

• The bill applies to auditors retained by counties or authorized under county charters or ordinances, and does not supersede the state auditor's authority under existing law.
