Authorizes the director of the division of real estate to establish HOA registration fees using one of three structures: a single per-unit annual fee, a tiered per-unit annual fee, or a single per-association annual fee.

Requires the HOA information officer to develop and maintain a statewide election monitoring referral list of independent contractors qualified to monitor HOA elections, with the director establishing minimum experience standards by rule.

Requires the HOA information officer to develop and maintain a statewide mediation services referral list of independent contractors providing HOA-related mediation services, with the director establishing minimum experience standards by rule.

Mandates that both referral lists be published on the HOA information and resource center's website with disclaimers that inclusion does not constitute endorsement.

Takes effect January 1, 2016.
