Extends the termination date of the Office of Consumer Counsel from July 1, 2015 to September 1, 2026, continuing the agency for 11 additional years.

Repeals the previous sunset provision in Colorado Revised Statutes 24-34-104(46)(g) that would have terminated the Office of Consumer Counsel on July 1, 2015.

Adds a new termination schedule in Colorado Revised Statutes 24-34-104(57)(a) establishing September 1, 2026 as the new termination date for the Office of Consumer Counsel.

Amends Colorado Revised Statutes 40-6.5-108 to change the office's termination date from July 1, 2015 to September 1, 2026.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
