Changes the title of the "Colorado Work Force Investment Act" to the "Colorado Work Force Innovation and Opportunity Act" and aligns state statutes with the federal "Workforce Innovation and Opportunity Act" (29 U.S.C. sec. 3101 et seq.).

Eliminates the statutory requirement for youth councils as subgroups within work force boards and allows for optional standing committees to address local work force area issues.

Removes requirements for designating a one-stop partner operator due to federal procurement process requirements and requires one-stop career centers receiving federal work force funds to provide veterans priority employment and training services.

Deletes the requirement that the state work force development council submit fund allocation recommendations to the joint budget committee; recommendations now go to the governor instead.

Modifies state council membership appointment requirements to meet minimum federal requirements and changes planning timelines from five-year to four-year plans.
