Prohibits transfer of medical marijuana plants and inventory from medical marijuana centers and infused products manufacturers to retail marijuana establishments beginning July 1, 2016.

Allows only transfers of medical marijuana plants and inventory from medical marijuana cultivation facilities to retail marijuana cultivation facilities after July 1, 2016.

Applicants may still apply for retail marijuana licenses while retaining medical marijuana licenses, subject to local jurisdiction approval for co-location.

Applicants with approved retail marijuana licenses have fourteen days from the effective date to surrender their medical marijuana license to the state licensing authority.

The General Assembly declares this act necessary for the immediate preservation of public peace, health, and safety.
