Submits to Colorado voters a constitutional amendment to modify the regular legislative session schedule, to be decided at the November 8, 2016 election.

Delays the start of the regular session from the second Wednesday of January to the third Wednesday of January each year.

Reduces the maximum number of days the general assembly can meet during a regular session from 120 days to 106 days.

Requires both houses to adjourn for 16 consecutive days between the 30th and 60th day of each regular session to allow legislators to travel to their districts, meet constituents, and prepare for ongoing legislative business.
