Reduces maximum regular session length from 120 calendar days to 90 days in odd-numbered years and 60 days in even-numbered years, with odd-year sessions designated as biennial budget sessions.

Limits members to introducing 2 bills per regular session, excluding appropriations bills and bills recommended by legislative committees, with both houses able to establish restrictive exemption processes.

Prohibits members from introducing more than 2 resolutions (including joint and concurrent resolutions) during the first regular session of any general assembly and prohibits any resolutions during the second regular session, with exemption processes available.

Establishes a biennial state budget cycle beginning July 1, 2017, requiring the general assembly to introduce and consider general appropriation and supplemental appropriation bills only in the first regular session of each general assembly.

Applies existing constitutional spending limits and fiscal year limitations to the biennial budget cycle on a single fiscal year basis.
