Honors thousands of Colorado military personnel who served in Operation Enduring Freedom, Operation Freedom's Sentinel, Operation New Dawn, Operation Inherent Resolve, and the Global War on Terrorism, including troops from Fort Carson, the Air Force Academy, Peterson Air Force Base, and Buckley Air Force Base.

Specifically recognizes two Colorado residents who died since January 2014: Captain William H. Dubois (30, of New Castle) serving in Operation Inherent Resolve and Private First Class Jacob Henry Wykstra (21, of Thornton) serving in Operation Enduring Freedom.

Honors six soldiers based at Fort Carson who died since January 2014, including Specialist Adrian Michael Perkins, Staff Sergeant Benjamin Gill Prange, Specialist Daniela Rojas, Private First Class Aaron Scott Toppen, and Private First Class Keith Michael Williams, all serving in Operation Enduring Freedom.

Directs the Colorado legislature to express sympathy to families and friends of deceased service members and to honor the service, dedication, and valor of all Colorado military personnel serving in military operations worldwide.
