Honors César Chávez on March 31, 2015, the day Colorado observes as "César Chávez Day," while recognizing Dolores Huerta's contributions to the farm worker movement.

Recognizes Chávez's life as a migrant farm worker who founded the National Farm Workers Association in 1962, which became the United Farm Workers of America (UFW), to secure equal rights and fair treatment for agricultural workers.

Documents major achievements of Chávez and the UFW including the first collective bargaining agreement between farm workers and growers, union contracts requiring safety protections and clean working conditions, bans on pesticide spraying, pension plans for retired workers, and abolition of the short-handled hoe.

Acknowledges Chávez's use of nonviolence tactics including boycotts, marches, strikes, and fasts, inspired by Mahatma Gandhi and Dr. Martin Luther King Jr., and the 1972 creation of the phrase "Sí, se puede" ("Yes, it can be done").

Notes Chávez's death on April 23, 1993, and his posthumous award of the Presidential Medal of Freedom by President Bill Clinton in 1994.
