Extends the deadline for the Department of Public Safety Executive Director to submit a statewide radio communications report to the Joint Budget Committee from December 31, 2014 to June 30, 2015.

Requires the Executive Director to consult with the public safety communications subcommittee when performing a needs assessment and creating a business plan for statewide radio communications.

The report must include findings and conclusions from the needs assessment and business plan regarding statewide radio communications.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
