SB15-008 Summary

• Changes water conservation plan requirements for covered entities to "must" include evaluation of best management practices for water demand management, water efficiency, and water conservation through land use planning efforts.

• Requires the Colorado Water Conservation Board, in consultation with the Division of Local Government, to develop and provide free training programs (introductory, refresher, and advanced) on water conservation best practices for local government water use and land use planners on a recurring basis.

• Directs the Colorado Water Conservation Board to make recommendations on better integrating water demand management and conservation planning into land use planning, including legislative, regulatory, and policy recommendations.

• Appropriates $50,000 to the Department of Natural Resources for the Colorado Water Conservation Board in fiscal year 2015-16 from the Colorado Water Conservation Board Construction Fund to implement the act.

• Takes effect August 5, 2015, or upon voter approval in November 2016 if a referendum petition is filed within 90 days of final adjournment.
