Amends Colorado Revised Statutes 37-90-137 to modify augmentation requirements for wells withdrawing groundwater from the Dawson, Denver, Arapahoe, and Laramie-Fox Hills aquifers.

For wells in the Dawson aquifer, requires replacement of actual out-of-priority depletions to streams caused by withdrawals, rather than a fixed percentage-based replacement standard.

For wells in Denver, Arapahoe, or Laramie-Fox Hills aquifers more than one mile from stream contact, maintains the four percent annual replacement requirement; for wells closer than one mile, replacement amounts are determined based on assumed hydrostatic pressure level changes.

Allows decrees to require continued replacement after withdrawal ceases if necessary to compensate for injurious stream depletions caused by prior withdrawals.

Declares the act necessary for immediate preservation of public peace, health, and safety; was approved by Governor John W. Hickenlooper.
