Extends the deadline for current local law enforcement officers to complete dog encounter training from January 1, 2015 to June 30, 2015.

Extends the deadline for officers hired on or after the compliance date to complete the training within their first year of employment, moving the effective date to June 30, 2015.

Adds legislative findings recognizing the Dog Protection Task Force's work in developing the training curriculum covering dog body language, scene assessment, tools, multiple dog situations, and responses to dog behavior.

Declares the training was designed to protect law enforcement officers, animal control officers, dog owners, bystanders, and dogs while minimizing instances requiring deadly force.

States the act is necessary for immediate preservation of public peace, health, and safety.
