Repeals the $25 per month late registration fee (capped at $100) that vehicle owners must pay when registering vehicles after the required deadline.

Eliminates Colorado Revised Statutes section 42-3-112 which currently governs late vehicle registration fees.

Modifies section 43-4-804 to remove late registration fees from revenues credited to the highway users tax fund, with the paragraph itself repealing effective January 1, 2017.

Takes effect January 1, 2016, unless a referendum petition is filed within 90 days after final adjournment, in which case voter approval at the November 2016 general election is required.

Applies only to late fees that would accrue on or after the effective date of the act.
