Amends Colorado law to allow off-highway vehicles to directly cross roadways, including state highways, at at-grade crossings to continue use on the other side, except within municipal jurisdictions.

Requires off-highway vehicle operators crossing highways to approach at approximately 90 degrees to the highway direction, come to a complete stop before crossing, yield to motor vehicle traffic, and use intersections when crossing divided highways.

Establishes a Class 2 petty offense with a $50 fine for violations of the crossing requirements.

Takes effect August 5, 2015, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election before taking effect.

Applies to offenses committed on or after the effective date of the act.
