Allows persons 21 years or older who legally possess a handgun under state and federal law to carry a concealed handgun in Colorado without a permit.

Grants permit-less concealed carry authority equal in all respects to permitted carry under Section 18-12-214, including the same rights and limitations.

Maintains prohibition on carrying concealed handguns on public elementary, middle, junior high, and high school grounds.

Reduces appropriations to the Department of Public Safety by $113,588 total, including decreases to the Colorado Bureau of Investigation Identification Unit Fund ($91,938) and the Instant Criminal Background Check Cash Fund ($21,650), with elimination of 1.0 FTE.

Takes effect upon passage and applies to offenses committed on or after the effective date.
