Increases supplemental kindergarten enrollment from 0.08 to 0.15 of a full-day pupil beginning in the 2015-16 budget year, with intent to fully fund kindergarten as full-day pupils by 2020-21.

Raises full-day kindergarten factor from 0.58 to 0.65 of a full-day pupil starting in 2015-16 budget year and all subsequent years.

Requires the Secretary of State to place a ballot question on the November 3, 2015 election asking voters to authorize the state to retain and spend all excess state revenues above the constitutional spending cap for preschool through twelfth grade education.

Creates a preschool through twelfth grade education general fund exempt account to receive excess revenues retained under voter approval, with first priority given to funding full-day kindergarten and remaining funds appropriated for total program funding.

Requires the Legislative Council Director to prepare annual reports describing how retained excess revenues are expended in education.
