Enacts Colorado Revised Statutes 2014 as the positive and statutory law of Colorado, incorporating all laws of general and permanent nature from Colorado Revised Statutes 1973 and subsequent enactments.

Includes all laws of general and permanent nature enacted during the second regular session of the Sixty-Ninth General Assembly and laws approved at the general election on November 4, 2014.

Sets the effective date for Colorado Revised Statutes 2014 as the first day that is not a Saturday, Sunday, or legal holiday following this paragraph's effective date.

Declares the act necessary for the immediate preservation of public peace, health, and safety through a safety clause.
