Prohibits local governments from enacting or enforcing ordinances or resolutions regulating amateur radio antennas that fail to conform to the Federal Communications Commission's PRB-1 preemption ruling (101 FCC 2d 952 (1985)) and 47 CFR 97.15(b)

Requires amateur radio antenna regulations involving placement, screening, or height to be based on health, safety, or aesthetic considerations

Mandates local government regulations be crafted to reasonably accommodate amateur communications and represent the minimum practicable regulation needed to accomplish the government's legitimate purpose

Takes effect August 5, 2015, unless a referendum petition is filed, in which case the act takes effect only if approved by voters at the November 2016 general election
