Allows cooperative electric associations to subtract industrial retail sales from total retail sales when calculating their minimum retail distributed generation requirement under Colorado's renewable energy standards.

Establishes that community solar gardens qualify as retail distributed generation for purposes of cooperative electric associations' compliance with applicable renewable energy standards.

Exempts cooperative electric associations that have voted to exempt themselves from Public Utilities Commission jurisdiction from the retail distributed generation requirements that apply to other utilities.

Effective August 5, 2015, subject to referendum petition provisions that would delay implementation to November 2016 if challenged.
