Requires the Committee on Legal Services staff to identify rules adopted on or after November 1, 2013 that result from legislation enacted after January 1, 2013

Mandates written notification to prime sponsors, cosponsors still serving in the General Assembly, and relevant committee members when implementing rules are adopted

Allows the Committee on Legal Services to implement a voluntary opt-out system permitting legislators to decline notices sent to cosponsors about rule adoption

Takes effect August 5, 2015, unless a referendum petition is filed, in which case it requires approval by voters at the November 2016 general election
