Reduces the frequency of Colorado's statewide social studies assessment from annual to once every three years, beginning in the 2015-16 school year.

Requires the department of education to administer the social studies assessment in a representative sample of public schools each year, ensuring every school is assessed at least once every three years.

Maintains the requirement that students take the social studies assessment once in elementary school, once in middle school, and once in high school, but exempts 12th grade students from testing.

Allows school districts and charter schools not included in the representative sample to request that the department administer the assessment in their schools, with testing to occur the following school year.

Appropriates $935,180 to the department of education from the state education fund for the 2015-16 fiscal year to implement the Colorado student assessment program.
