Changes reporting requirements for the Colorado Clean Claims Task Force to submit final recommendations by January 31, 2016, to the Commissioner of Insurance in the Department of Regulatory Agencies instead of multiple health and human services committees.

Requires the task force or its successor to review and update standardized payment rules and claim edits at least quarterly, with annual reports due by December 31, 2017, and each December 31 thereafter to the Commissioner of Insurance.

Directs the Commissioner of Insurance to work with the federal Department of Health and Human Services to promote adoption of Colorado's uniform, standardized payment rules and claim edits as a national model.

Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, with a contingency that the act requires voter approval at the November 2016 general election if a referendum petition is filed.
