Requires all Colorado law enforcement agencies to adopt written policies and procedures for eyewitness identification by July 1, 2016, based on nationally recognized peer-reviewed research or models developed by the Colorado Attorney General and District Attorneys' Council.

Mandates policies include protocols for showups, blind or blinded administration of photo arrays and live lineups, standardized eyewitness instructions, filler selection guidelines, and documentation of witness confidence levels at the time of identification.

Requires agencies that do not develop their own policies to adopt model policies and procedures approved in 2015 by the Colorado Attorney General and Colorado District Attorneys' Council.

Establishes that law enforcement shall create professional training programs on eyewitness identification methods approved by the Peace Officers Standards and Training Board, with training available from multiple P.O.S.T-approved entities.

Makes eyewitness identification policies public documents available without cost to the public and requires agencies to review policies at least every five years; compliance or non-compliance is considered relevant evidence in eyewitness identification cases.
