Expands the existing Wind for Schools Grant Program (enacted 2007) to include all types of alternative energy generation, including solar thermal, geothermal, and biomass technologies, in addition to wind power.

Increases maximum grant amount from $5,000 to $15,000 per qualified school for installation of alternative energy projects.

Removes the requirement for schools to partner with the National Renewable Energy Laboratory, as that organization no longer accepts applications for these grants.

Maintains Colorado Energy Office oversight of the program and requires schools to have a project team including school, community, and technical assistance members.

Adds energy efficiency improvement as a new grant award criterion, requiring schools to demonstrate efforts to improve building energy efficiency to qualify for funding.
