Expands acceptable identification documents for individuals not lawfully present to include a social security number, in addition to the existing requirement for a taxpayer identification number.

Clarifies that residency documentation for the required 24-month Colorado residency period need not account for every day or month, only provide evidence accounting for as much of the period as reasonably possible.

Exempts international students from surrendering driver's licenses issued by foreign governments when obtaining Colorado identification documents.

Effective date is August 5, 2015, unless a referendum petition is filed, in which case the measure requires voter approval at the November 2016 general election.
