Repeals HB13-1136 (Job Protection and Civil Rights Enforcement Act of 2013), which had established compensatory and punitive damages remedies for employment discrimination victims.

Restores equitable relief remedies (back pay, reinstatement, hiring) that were available prior to the 2013 act, eliminating compensatory and punitive damages as remedies.

Retains the expansion of age discrimination claims to persons 70 years of age or older from the 2013 act.

Removes authorization for risk management fund to pay compensatory damages claims against the state and eliminates requirement for civil rights commission to maintain a volunteer working group for employer education and outreach.

Reduces appropriations to the Department of Regulatory Agencies by $18,220 in personal services (0.4 FTE) and $7,655 in legal services for fiscal year 2015-16; takes effect upon passage for causes of action accruing on or after enactment.
