SB15-070 Summary

• Increases the threshold for state child care facility regulation from 5 or more children to 10 or more children

• Eliminates the requirement for child care facilities with 9 or fewer children to apply for exemptions from state licensing requirements

• Exempts child care facilities caring for 9 or fewer children from state regulation, including child care centers, children's resident camps, day treatment centers, residential child care facilities, and secure residential treatment centers

• Establishes an appeal process allowing decisions by the state department related to child care licensing to be appealed to the state department and subsequently to an administrative law judge

• Takes effect August 5, 2015, subject to referendum petition provisions
