Increases document recording surcharge collected by county clerks from $1 to $2 per document, effective July 1, 2015 through June 30, 2024

Requires county clerks to retain $1 of the $2 surcharge for electronic or core filing system costs and transmit the other $1 to the state treasurer

Creates the statewide affordable housing investment fund in the Colorado housing and finance authority, funded by the $1 surcharges transmitted from county clerks

Directs the authority to expend fund moneys for development and preservation of affordable housing on a statewide basis

Requires the authority to submit annual reports by June 1 each year to the governor and senate and house finance committees detailing fund usage during the prior calendar year
