Counties may establish a "Bright Future Colorado" workforce development program to provide financial assistance to county residents pursuing post-secondary education or training from accredited institutions or certified training programs.

Eligible beneficiaries include high school graduates, residents who completed a high school equivalency examination, and veterans.

Counties may offer property tax credits or rebates to residential or commercial property owners who contribute to a county workforce development fund, notwithstanding other state revenue-raising limitations.

Board of County Commissioners must approve the total program amount annually at a public budget hearing before making any appropriations or providing credits or rebates.

Act takes effect August 5, 2015, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election to take effect.
