Modifies the definition of "public records" under the Colorado Open Records Act to include writings made, maintained, or kept by private organizations that receive state or political subdivision money transfers on behalf of public employees or taxpayers

Applies to private organization records that involve the receipt or expenditure of moneys by the private organization

Defines "expenditure" in accordance with generally accepted accounting principles

Takes effect August 5, 2015, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election
