Prohibits water judges from reducing the historical consumptive use of a previously unchanged portion of a water right when decreeing a change of use.

Prevents water judges from limiting future water deliveries based on prior decreed changes of use involving other portions of the same water right used on different parcels of land.

Applies only to water rights where historical use on the parcels being changed has not been previously quantified in a prior change of use proceeding.

Becomes effective upon passage and applies to all conduct occurring on or after the effective date.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
