Increases the annual net revenue threshold for Colorado Cottage Foods Act producers from $5,000 to $10,000 per calendar year for each eligible food product sold.

Expands the definition of "producer" to include limited liability companies formed in Colorado with two or fewer members, all of whom must be Colorado residents, in addition to individual residents.

Exempts qualifying cottage food producers from dealer and commodity handler licensing requirements under Colorado food regulations.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2015) unless subject to a referendum petition, in which case approval by voters in the November 2016 general election is required.
