Repeals the requirement in Colorado law that non-licensed individuals conducting private firearm transfers must obtain criminal background checks of transferees through the Colorado Bureau of Investigation (CBI).

Eliminates the fee that CBI was authorized to impose for performing instant criminal background checks on firearm transfers, effective March 20, 2013.

Repeals the instant criminal background check cash fund created to collect and appropriate fees for background check operations.

Adjusts 2015-16 appropriations by increasing general fund allocation to the national criminal background check system by $3,511,343 and decreasing cash funds from the instant background check fund by $3,648,500 with a reduction of 2.4 FTE.

Makes conforming amendments to civil protection order and domestic violence statutes to remove references to private firearms transfer background check requirements while maintaining written receipt documentation requirements for transfers.
