Changes the name of the "Mobile Home Park Act" to the "Manufactured Home Community Act" and updates all related terminology throughout Colorado statutes.

Expands the Division of Housing's duties to promote manufactured home communities by requiring the division to collect economic data, provide educational opportunities, and establish a dispute resolution program for landlord-home owner disputes by July 1, 2016.

Creates the Manufactured Home Community Fund within the state treasury, administered by the Division of Housing, to support relocation assistance, rent subsidies, infrastructure repairs, and preservation of manufactured housing stock.

Adds legislative findings that manufactured homes are an important affordable housing option and establishes state policy to preserve affordable housing, enhance community stability, and encourage resident ownership of manufactured home communities.

Makes various technical updates to other Colorado statutes to reflect the terminology change from "mobile home" to "manufactured home" and clarifies voting and property ownership rights for manufactured home owners.
