Adds section 24-75-112.5 to Colorado Revised Statutes to codify standard language previously used in appropriation clauses, effective for legislation enacted on or after January 1, 2015.

Establishes that unless context requires otherwise, all state appropriations are made in addition to other appropriations, from non-otherwise-appropriated moneys, and agencies need only spend amounts necessary.

Defines "C.R.S." in appropriation clauses to mean Colorado Revised Statutes.
