Extends the statutory authorization for the Compliance Advisory Panel to the Air Pollution Control Division in the Department of Public Health and Environment until September 1, 2026, rather than allowing it to expire on July 1, 2015.

Changes the term length for panel members from two years to three years, with terms commencing on February 1 of the year of appointment.

Modifies the panel's authority from "oversee" to "advise" regarding the small business stationary source technical and environmental compliance assistance program.

Requires the compliance advisory panel to be reviewed by a legislative committee of reference pursuant to the sunset review process outlined in Colorado Revised Statutes section 2-3-1203 prior to the September 1, 2026 repeal date.

Repeals the previous July 1, 2015 termination date that was established in statute 24-34-104(46)(d).
