Continues the regulatory authority for barbering, cosmetology, hairstyling, esthetician, and nail technician professions under the "Barber and Cosmetologist Act" by extending the sunset repeal date from July 1, 2015 to September 1, 2026

Expands the Cosmetology Advisory Committee from 5 to 6 members and adds an owner or operator of a private occupational school; members receive expense reimbursement but no compensation

Increases training hour requirements for licensure: cosmetologists (1,800 contact hours), barbers (1,500), hairstylists (1,200), estheticians (600), and nail technicians (600)

Creates a new registration requirement for places of business (barbershops, beauty salons) with the director; unregistered establishments cannot legally offer regulated services

Adds disciplinary grounds including failure to disclose felony convictions within 45 days, aiding unlicensed practitioners, and failure to respond to complaints; establishes 2-year prohibition on reapplication after license revocation or surrender
