Amends Colorado Revised Statutes 8-70-115 to modify the standard for classifying workers as independent contractors rather than employees under the Colorado Employment Security Act.

Removes the requirement that freedom from control and direction "must be shown to the satisfaction of the division" of labor, changing the language to simply require that it "is shown."

Maintains existing criteria that workers must be free from control and direction in performance of service and customarily engaged in an independent trade, occupation, profession, or business related to the service performed.

Preserves an exemption stating that control exercised pursuant to state or federal statute or regulation requirements shall not be considered when determining independent contractor status.

Takes effect August 5, 2015, or 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed by November 2016.
