Amends adult education and literacy grant funding to specify grants are payable from both general fund appropriations and the adult education and literacy grant fund, with unexpended moneys transferred to the general fund as of June 30, 2015.

Modifies turnaround leadership development program to clarify that design grants come from general assembly appropriations and limits one-time design grants to no more than one-third of annual appropriations during the first three budget years.

Establishes that school turnaround leader grants are funded by general assembly appropriations to the department and allows the department to expend up to 5 percent of annual appropriations for program implementation costs.

Updates English language proficiency excellence award program and professional development/student support program to specify funding comes from general assembly appropriations rather than specific funds, with unexpended moneys transferred to the state education fund as of June 30, 2015.

Authorizes state librarian to expend up to 2.5 percent of annual appropriations for library grant program administration, with any unused portion distributed to regional library service systems to assist public libraries.
