Extends continuous appropriation of the Educator Licensure Cash Fund to the Department of Education through fiscal year 2017-18 (previously set to expire after 2014-15).

Moneys in the cash fund offset direct and indirect costs incurred by the state board of education and the department in administering educator licensure.

Requires the Department of Education to report annually to legislative education committees and the joint budget committee from 2012 through 2018 regarding cash fund expenditures and progress in reducing educator license processing time to six weeks or less.

Limits persons hired to assist with reducing license processing time to independent contractor status, with contracts not extending beyond June 30, 2018.

Repeals this paragraph effective July 1, 2018.
