Repeals the "Athletic Trainer Practice Act" (article 29.7 of title 12) and eliminates the registration of athletic trainers by the Department of Regulatory Agencies, effective July 1, 2015.

Creates an exemption in the "Medical Practice Act" allowing qualified athletic trainers to provide athletic training services without a license if working under the direction of a licensed health care provider.

Defines "qualified athletic trainer" as an individual with a baccalaureate degree in a field related to athletic training from an accredited college or university, or a degree from a program accredited by a national athletic training standards organization.

Authorizes the Colorado Medical Board to adopt rules specifying the types of services qualified athletic trainers may provide, the licensed health care providers under whose direction they must work, and other implementation matters.

Defines the "athletic trainer scope of practice" to include activities such as conditioning programs, injury prevention, first aid, emergency care, therapeutic exercise, athletic training records, and athlete education.
