Prohibits Colorado counties from acquiring property by condemnation within their territorial boundaries for parks, recreation, open space, conservation, or scenic vista preservation purposes without owner consent

Prohibits counties from providing funding to any other public or private party for acquisition by condemnation of property for the same open space and conservation purposes

Adds restrictions to Colorado Revised Statutes sections 38-1-101 and 30-11-104 to protect private property rights

Takes effect July 1, 2015, and applies to condemnation actions commenced on or after that date

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety
