Requires all Colorado retail electric service providers (utilities, municipal utilities, and cooperative associations) to develop and submit grid modernization plans to appropriate oversight bodies within 9 months of the bill's effective date.

Plans must outline measurable progress over 10 years toward objectives including demand-side management optimization, supply-side management optimization, advanced metering infrastructure within 5 years, and improved integration of distributed energy resources.

Advanced metering infrastructure must enable customers to wirelessly access energy data at minimum 15-minute intervals and independently authorize third-party service companies to access real-time data.

Plans must include 10-year investment timelines, customer education strategies, measurable outcomes, cost estimates with recovery proposals, and stakeholder input; the Public Utilities Commission has 3 months to review and approve final plans.

Colorado Energy Office shall post all plans on its website and report annually to the legislature on implementation progress, with a final report due February 1, 2026; all requirements sunset July 1, 2027.
