Expands eligibility for Colorado Water Resources and Power Development Authority drinking water revolving fund assistance to include private nonprofit entities in addition to governmental agencies.

Allows private nonprofit entities to receive loans, obtain financial assistance for eligible water system projects, and have debt obligations purchased or refinanced through the revolving fund.

Modifies the definition of "public water systems" in Colorado law to explicitly include systems owned or operated by private, nonprofit entities that serve at least 15 service connections or 25 individuals.

Requires financial analysis by the Division of Local Government to assess loan repayment capacity and financial assistance needs for all borrowers, including private nonprofits.

Takes effect August 5, 2015, subject to referendum petition; applies to conduct occurring on or after the effective date.
