Repeals article 48.5 of title 12, Colorado Revised Statutes, which contained the licensing and regulation of massage parlors.

Removes the massage parlor licensing function from the list of regulatory agencies and functions scheduled to terminate on July 1, 2015, effectively allowing the existing regulation to continue.

Takes effect at 12:01 a.m. on August 5, 2015, or ninety days after final adjournment of the general assembly, whichever is later.

Becomes subject to referendum petition; if a referendum petition is filed within the ninety-day period, the act requires approval by voters at the November 2016 general election to take effect.
