Clarifies that annual contract payments for vehicle fleet operational and fuel cost-savings contracts do not include moneys that would otherwise be allocated for vehicle purchases and vehicle operation and maintenance costs for the applicable fiscal year.

Changes the cost-savings requirement for vehicle fleet contracts from comparing annual contract payments to annual savings to comparing total contract payments over the lifetime of the contract to total vehicle acquisition, operation, maintenance, and fuel costs if the cost-savings measures were not implemented.

Excludes rebates, gifts, grants, and donations specifically designated for energy cost-savings measures from the definition of "annual contract payments."

Allows state agencies and political subdivisions to make vehicle fleet contract payments from moneys appropriated for vehicle acquisition and for operation, maintenance, and fuel costs of those vehicles.

Takes effect August 5, 2015, subject to a referendum petition, and applies only to vehicle fleet contracts entered into on or after the effective date.
