Repeals the Department of Revenue's authority to adopt rules for retail marijuana labeling and establishes specific labeling requirements in statute effective September 1, 2015.

Requires retail marijuana packages to display: expiration date, ingredient list (including solvents and allergens), warning statements, product name/brand, serving size, THC amount per serving and total package amount, net weight, universal marijuana symbol, and child safety warnings in bold font.

Mandates packages include a quick response code or website address providing consumers access to cultivation license number, production date, cannabinoid profile, manufacturing plant license number, testing results, and nutritional facts.

Requires the state licensing authority to establish a website within the seed-to-sale tracking system by September 1, 2015, allowing purchasers to access detailed product information referenced by the QR code or web address.

Takes effect August 5, 2015, unless subject to referendum petition, in which case it requires voter approval at the November 2016 general election.
